New RTO incinerator, RTO professional manufacturer Moranz Environmental Protection, May 29, 2019: Recently, Shijiazhuang formulated and promulgated the "Deep Treatment Program of Volatile Organic Compounds in 2019", which requires the city to achieve the control of the whole process of volatile organic compounds emissions from industrial enterprises, to carry out performance evaluation of key enterprises involved in volatile organic compounds, and to build an online monitoring and monitoring platform to control odor. Oxygen pollution is increasing. There are 2608 VOCs-related enterprises in the city, of which 267 are listed as provincial key enterprises with large emissions.
To realize the whole process control of VOCs emission from industrial enterprises, to carry out performance evaluation for key VOCs-related enterprises, and to build an online monitoring and supervision platform for VOCs. Recently, Shijiazhuang formulated and promulgated the Volatile Organic Compounds Deep Control Program 2019, which further strengthened the comprehensive treatment of VOCs.
Comprehensive renovation of 2608 VOCs-related Enterprises
At present, there are 2608 VOCs-related enterprises in our city, mainly petrochemical, pharmaceutical, organic chemical, pesticide, painting, printing, coking, plastic products, furniture manufacturing, wood processing, waterproof materials, automotive painting and other industries, among which 267 enterprises are listed as provincial key and large emissions.
After nearly two years of VOCs treatment work, VOCs enterprises in our city have installed treatment devices. However, due to different technology levels, uneven treatment effects, and inefficient treatment facilities are still in use, VOCs pollution problems in some enterprises have not been fundamentally solved.
According to the Plan, this year, our city will continue to promote the deep management of VOCs in industrial enterprises, improve the management accounts of key VOCS emission enterprises, strengthen the supervision and management of VOCs-related industrial enterprises, realize the whole process control of VOCs emission in industrial enterprises, actively carry out performance evaluation of key VOCs-related enterprises, and achieve scientific differentiation management.
Establish VOCs on-line monitoring and supervision platform to realize real-time monitoring and dynamic management of key industrial enterprises involved in VOCs emissions; comprehensively promote the Leak Detection and Repair (LDAR) work in key industries such as petrochemical, coking, pharmaceutical and chemical industries, and effectively control VOCs non-organized emissions.
mplementing differentiated management according to grading
110 pharmaceutical, pesticide and chemical enterprises that have completed performance evaluation in 2018 are evaluated annually by "looking back" and re-scored quantitatively to determine the enterprise rating level. For those enterprises that do not meet the performance evaluation requirements of category A and B, the preferential policy of staggered production shall be abolished.
For 157 VOCs-related enterprises listed as provincial key enterprises and with large emissions, performance evaluation was carried out, and the enterprises whose pollutant emissions could not meet the prescribed emission limits were rectified within a time limit. Deep treatment was implemented, and online devices and over-standard alarm devices were installed as required.
For 105 organic chemical enterprises not listed in the provincial key VOCs, all of them are included in inventory management and performance evaluation is carried out. To rectify the enterprises whose pollutant discharge can not reach the prescribed emission limit, and to implement in-depth treatment, provide the basis for incorporating peak staggering and heavy pollution weather emergency.
To implement performance evaluation for 140 VOCs-related enterprises in automobile repair industry (including 4S shops) in five districts of the city. For enterprises that have poor treatment facilities and backward equipment, and whose pollutant discharge can not reach the prescribed emission limit, they should rectify within a time limit, carry out in-depth treatment, and implement scientific differential management according to the assessment level.
At the same time, the performance evaluation of enterprises involved in organic solvents is carried out comprehensively. The enterprises that use more organic solvents (more than 30 kg per day) such as printing, furniture manufacturing and painting, which are not included in the provincial key enterprises and have larger emissions, are evaluated.
Peak staggering control will be implemented in summer and Autumn
From May 20 to September 30, in the high temperature period (10:00-16:00) which is easy to form ozone, the VOCs-related enterprises were controlled by peak staggering, and measures were formulated according to "one enterprise, one policy".
During the high temperature period, the five districts in the city adjust production time for industries such as industrial painting, packaging and printing, tannery, printing and dyeing, automotive repairing and spraying paint, reduce production load in summer and encourage peak shaving in the industry, and implement shutdown and rectification for enterprises with low processing efficiency and unable to guarantee continuous and stable discharge of treatment facilities.
During the period of high temperature above 38 C, VOCs pollution related to high temperature municipal work will be reduced, and outdoor work such as wall painting, building decoration, municipal road marking and rail spraying will be prohibited.
At the same time, our city will renovate VOCs-related "scattered pollution" enterprises according to law and resolutely put an end to the resurgence of dead ash; strengthen the replacement of clean raw and auxiliary materials, actively promote low (no) VOCs content raw and auxiliary materials and products, reduce the use of high VOCs content raw and auxiliary materials such as halogenated, aromatic solvents; and strengthen the treatment of waste water system exhaust gas, and control of unorganized waste gas discharge.
LDAR technology is comprehensively implemented in the continuous closed production enterprises such as petrochemical, coking, pharmaceutical and organic chemical industries, LDAR management system and information management platform are established, and information is transmitted to the unified VOCs integrated management and control platform in the city. LDAR work is carried out at least once or twice a year for the dynamic and static sealing points in the production process.
Building VOCs Online Monitoring and Supervision Platform
In the automotive repair industry, the application of electrostatic spraying and other high efficiency painting processes is promoted; open and open automotive repair spraying operations are banned comprehensively; for automotive repair units involved in spraying, VOCs emission concentration and purification rate are monitored every six months to ensure standard emissions.
In the dry cleaning industry, we should promote the use of fully enclosed dry cleaners equipped with refrigeration system for solvent recovery and eliminate open dry cleaners; strengthen the management of dry cleaning equipment, regularly inspect dry cleaners and dry cleaning agent pipelines and valves to prevent the leakage of dry cleaning agents; and dispose of waste residues and solvent residues after distillation according to hazardous waste management.
In the catering industry, catering units should install all high-efficiency lampblack purification facilities, with normal utilization rate not less than 95%, emission lampblack concentration not higher than 1 mg per cubic meter, and non-methane total hydrocarbon concentration not higher than 10 mg per cubic meter; for catering units that do not meet the requirements, the rectification work within a time limit shall be banned and shut down.
At the same time, VOCs online monitoring and monitoring platform will be established in the year to realize real-time monitoring and dynamic management of key industrial enterprises involved in VOCs emissions; VOCs integrated management and control platform with VOCs emission concentration, emissions, over-standard alarm and LDAR management data will be built to promote the construction of intelligent environmental protection.
